Course Overview

Prelims exam is the first and crucial stage of civil services examination, and its clearly stated objective is to select more suitable candidates for civil services (main) examination. As prelims exam is a purpose driven exam, neither random questions are asked in this exam nor is this exam unpredictable. Prelims exam is a screening test, but it carries out the primary assessment of candidates' Higher Level of Response Ability which is thoroughly examined in main examination (written and interview). The Higher Level of Response Ability is the ability or potential to perform to the required standard, and it is developed by acquiring Right Knowledge, Right Attitudes (spirit and in-depth interest in public service) and Higher order thinking skills. That's why the candidates who focus their preparation on the information of current affairs, and fluency of various subjects such as facts, theories and concepts, they lack the development of Higher Level of Response Ability to qualify prelims exam.

In prelims exam, selected response items/questions (MCQs) are used to assess candidates, but it should be noted that these questions are designed specifically to test candidates' Higher Level of Response Ability rather than their informative knowledge and fluency of various subjects. If candidates clearly understand these requirements of New Pattern of Civil Services Examination, focus their preparation in this direction and adopt the scientific methods to enhance the learning outcomes (Science of Learning and Culture of Excellence) then they will be able to score high in prelims exam in minimum time and efforts.

" Prelims exam: Prepare to Score High " is a Strategic in Focus course to stregthen your capacities to develop and use of Higher Level of Response Ability: developed by acquiring Right Knowledge, Right Attitudes and Higher order thinking skills so that you can score high in prelims exam in minimum time and efforts. This course is prepared after very careful consideration of actual requirements of prelims exam (what UPSC tests in prelims exam) and actual competition level faced by candidates in this exam. Science of Learning and Culture of Excellence are applied to guide the development of the course to enhance learning outcomes.

New Pattern of Civil Services Examination

The New Pattern of Civil Services Examination is implemented under the policy of attracting the most suitable candidates in civil  services. To transform the civil services according to the needs of 21st century Governance and rapid economic development, Government of India is shifting from current Rule based personnel administration to a Competency based Strategic Human Resource Management system (SHRM). Competency based approach looks at the individual as a vital resource to be valued, motivated and developed. Hence for the success of SHRM, it is imperative to select good and competent persons, and provide them training to equip with qualities and competencies for their current and future jobs.

Accordingly, Government of India introduced National Training Policy 2012 and New Pattern of Civil Services Examination in 2011-2013. In New Pattern of Civil Services Examination, selection of most suitable (good and competent) candidates for civil services is based on candidates' Higher Level of Response Ability: developed by acquiring Right Knowledge, Right Attitudes (spirit and in-depth interest in public service), and Higher order thinking skills (HOTS) such as critical thinking skill, strategic thinking skill, innovation skill, collaboration skill and communication skills. These Higher order thinking skills are the leading skills of 21st century, and they are essential for High performing civil services.

Scientific Methods to Enhance Learning Outcomes

To succeed in this exam, you need to be one step ahead of your competitors by focusing your preparation close to the actual requirements (What UPSC tests in CSE) and adopting the scientifc methods to enhance learning outcomes (Science of Learning and Culture of Excellence). Science of Learning explains how we learnthe way our brain makes, stores and retrieves memories for later use; Importance of working memory for learning and ways to prevent it from getting overloaded. Science of Learning also explains how candidate's mindset and beliefs can help or hinder his success, while Culture of Excellence is to adopt the best practices that are in harmony with Science of Learning and create excellence in your performance. For instance, Culture of Excellence to get the Right Knowledge is to rely on the authentic sources of knowledge (such as standard text-books, goverment /organisation sources, subject matter experts and learning from interaction with the world around you etc.) because authentic sources of knowledge develop clarity of topics and support in development of Higher order thinking skills.

Science of Learning and Culture of Excellence based learning is called deep learning or true learning. These scientific methods not only fulfil learning objectives (Retention of knowledge and its practical application) but also empower you to avoid all types of distractions and fallacious practices (such as to read sub-standard sources of knowledge—study materials, guides etc; to solve test series, MCQs; to focus on informative knowledge and fluency of various subjects etc.). These fallacious practices provide youthe feel of learning or shallow learning, and consume a good amount of time and energy without any actual contribution in your required preparation so as to put you on a disadvantageous position in real competition.

Actual Competition Level in Civil Services (Preliminary) Examination

To understand the actual Competition level in prelims exam, two facts should be focused on -

1.  Every year hundreds of thousands outstanding students from all streams (Medical, Engineering, Science, Law, Commerce and Art etc.) and premier institutes (IIT, IIM, AIIMS etc.) appear in this exam but only some thousands qualify.
2. The cut-off for prelims exam is nearly 50-55 correct questions out of 100 questions asked in the exam.

The first fact gives an abstract idea about the competition level that creates fear and anxiety in your mind, and weaken your confidence, while the second fact is all about the real cut-off for prelims exam that depicts the actual competition level in the exam. If you properly analyse the previous years question paper and real cut-off for prelims exam then you will realise that prelims exam can be easily qualified by focusing your preparation close to the actual requirements of this exam (what UPSC tests in prelims exam) and adopting the scientific methods to enhance learning outcomes. So, it is advisable not to pay attention on the numbeand qualification of candidates who participate in this exam but to the cut-off and previous years question paper of prelims exam to understand the actual competition level. By doing so, you will be in a position to prepare a Disruptive Strategy to score high in this exam and feel confident.

Disruptive Strategy for High Performance in Prelims Exam

Strategic in Focus:

As prelims exam carries out the primary assessment of your Higher Level of Response Ability: developed by acquiring Right Knowledge, Right Attitudes (spirit and in-depth interest in public service) and Higher order thinking skills (HOTS); therefore, to understandwhat is the Higher Level of Response Ability, and how it can be developed (i.e., understanding the meaning and scope of Right Knowledge, Right Attitudes and HOTS) would be the first and foremost step towards the preparation of prelims exam. Afterwards, strategically prioritise your preparation and in some cases use pareto principle (80/20 Rule) to acquire Right Knowledge, Right Attitudes and HOTS (qualities and competencies) in you to develop your Higher Level of Response Ability. This focused preparation close to the actual requirements will provide a competitive edge to you.

Enhance Learning Outcomes:

To fulfil learning objectives, it is imperative to understand and use of scientific methods of learning and development (Science of Learning and Culture of Excellence). These methods focus on true learning or deep learning that ensures retention of knowledge and its practical application, and also empower you to avoid all types of distractions and fallacious practices so that you can enhance your learning outcomes by focusing on right efforts in your preparation.

Develop Educated Guess:

In today's world, educated guess is the most important ability of decision making in every sphere of life. It is made using a particular level of knowledge and Higher order thinking skills, and therefore more likely to be correct. To assess candidates' decision making ability and Higher order thinking skills, the question paper of prelims exam is designed in such a way that Candidates can solve 25-30 extra questions correctly in prelims exam by using their same level of knowledge through the ability of educated guess.
